Assembly Member Paula Elaine Kay will deliver the keynote address at the UDC’s 37th Annual River Valley Awards on Sept. 14, 2025.

NARROWSBURG – New York State Assembly Member Paula Elaine Kay will deliver the keynote address at the Upper Delaware Council’s 37th Annual River Valley Awards on September 14 at Central House Family Resort in Beach Lake, PA. Reservations for the public banquet are due by September 2.

Kay was elected in 2024 to represent the 100th District in the NYS Assembly, which includes the Towns of Delaware, Cochecton, Tusten, Highland, and Lumberland within the Upper Delaware Scenic and Recreational River Valley. She has offices in Monticello, Middletown, and Albany.

Her memberships include the Committees on Agriculture; Economic Development, Job Creation, Commerce and Industry; Insurance; Racing and Wagering; and Veterans’ Affairs; as well as the Commission on Solid Waste and the Legislative Women’s Caucus.

Paula Elaine Kay has resided in the 100th District for over 28 years. She and her husband, Jonathan, raised their two children in Rock Hill.

She graduated with a bachelor’s degree in government from Wesleyan University (as the Captain of the Women’s Ice Hockey Team) and a Juris Doctorate from Brooklyn Law School.

Her legal career began working as counsel to the New York City Council to the Housing and Buildings Committee, General Welfare Committee, and Speaker Pater Vallone’s Special Commission on the Homeless.

After moving to Sullivan County, she became Director of Special Projects for Assembly Member Jake Gunther. When Assembly Member Aileen Gunther was first elected in 2004, Kay became her Legislative Director, providing direct services to constituents in Orange and Sullivan Counties.

She established the Law Office of Paula Elaine Kay in 2008, specializing in municipal law, land use and zoning, corporate law and estate planning, including providing legal services to volunteer fire departments and not-for-profit corporations.

Kay performs pro bono work for local community organizations and not-for-profits, as well as volunteering for her children’s public schools, extracurricular activities, and as a former president of a local homeowner’s association. She is a member and past President of the Rock Hill Business & Community Organization and Rock Hill’s Sullivan Renaissance Committee.

The Upper Delaware Council’s (UDC) Sunday, Sept. 14, awards ceremony will kick off with a 3 p.m. reception in the Carriage House building offering exhibits, appetizers, and a cash bar; followed by a 4 p.m. buffet dinner featuring prime rib, baked ham, maple glaze salmon, side dishes, and dessert; the keynote address by Assembly Member Kay at approximately 5 p.m.; and the presentation of 10 awards.
