About the Role
The Upper Delaware Council (UDC) is seeking an energetic and motivated Resources & Land Use Specialist to help support environmental stewardship, land use planning, and resource management efforts within the Upper Delaware Scenic and Recreational River corridor in New York and Pennsylvania.
This is a unique opportunity to work at the intersection of conservation, community planning, and public service while collaborating with municipalities, agencies, landowners, and regional partners to help protect one of the Northeast’s most scenic river valleys.
The Resources & Land Use Specialist serves as the UDC’s primary technical staff member on land use and natural resource management matters. Responsibilities include reviewing development proposals, zoning laws, ordinances, and planning documents for their substantial conformance with Land and Water Use Guidelines through the application of a Project Review Workbook; conducting site visits and technical reviews; preparing reports and recommendations; and supporting implementation of the River Management Plan.
The position works closely with local municipalities, county planning offices, the National Park Service, state and federal agencies, landowners, and community stakeholders.
Established in 1988 as a 501(c)3 organization by an Act of Congress, the UDC oversees a partnership of Federal, two States, and local governments to cooperatively manage the nationally designated Upper Delaware Scenic and Recreational River. It operates under a Cooperative Agreement with the National Park Service, with professional staff carrying out the directives and policies set by a 15-member board of directors.
Key Responsibilities
• Review development proposals, zoning amendments, ordinances, and municipal plans
• Conduct technical project reviews and site visits
• Prepare reports, correspondence, maps, and informational materials
• Attend public meetings and represent the UDC as needed
• Monitor land use and environmental issues affecting the river corridor
• Provide outreach and technical assistance to municipalities and stakeholders
• Support public education, planning, and conservation initiatives
• Assist with grant administration, committee work, and organizational projects
Qualifications
Minimum Requirements:
• Bachelor’s degree in planning, environmental studies, geography, natural resources, or a related field
• At least three years of experience in environmental planning, zoning, land use administration, or resource management
• Strong written and verbal communication skills
• Proficiency with Microsoft Office, Excel, and general office technology
• Ability to attend evening meetings and occasional weekend activities within a flexible 40-hour work week with compensatory time
Helpful experience includes familiarity with municipal planning and zoning, New York and/or Pennsylvania local government operations, GIS or mapping skills, river resources knowledge, grants management, WordPress website and social media.
Salary & Benefits
Starting salary is $45,000 with periodic advancement evaluations.
