UDC Development and Communications Plan Process to be Presented at October 2 Meeting

NARROWSBURG – The Upper Delaware Council (UDC) will host a public presentation, “Creating a UDC Development and Communications Plan”, on Thursday, October 2, at 6:30 p.m., at the UDC’s 211 Bridge St., Narrowsburg, NY office and by Zoom.

The virtual speakers will be Chuck Hoffman and David Lillard, members of the newly established Upper Delaware Council Funding Task Force.

The task force began meeting in June 2025 to strategize over the non-profit organization’s financial crisis caused by its flat level federal funding since 1988 that has never adjusted for inflation and receiving none of the intended 40% operating aid contributions from the State of New York and Commonwealth of Pennsylvania.

Hoffman and Lillard will outline a conceptual work plan to the UDC board for a facilitated process to create a Development and Communications Plan aimed at diversifying the Council’s funding streams and strengthening its messaging.

Chuck Hoffman’s consulting firm was hired in 1984 to assist the Conference of Upper Delaware Townships (COUP) with re-writing the River Management Plan for the Upper Delaware Scenic and Recreational River, then continued on through 1993 to set up the management structure for the Upper Delaware Council to oversee the plan’s implementation by the federal-states-local cooperative management partnership.

David Lillard serves as project manager for The Downstream Project, a nonprofit that supports communication and development planning for conservation organizations. He couples his land trust and land and water policy experience with three decades of public policy communications, website development, and media relations.

In addition to Hoffman and Lillard, the eight-member UDC Funding Task Force includes American Rivers, Inc. Mid-Atlantic Regional Director Adam Schellhammer, Friends of the Upper Delaware River, Inc. Executive Director Molly Oliver, former Chief of Staff to U.S. Congressman Matt McHugh (NY) Marvin Rappaport, UDC Secretary-Treasurer and Berlin Township, PA Representative Al Henry, UDC Town of Deerpark Alternate Representative Bill Dudko, and UDC Executive Director Laurie Ramie.

The UDC’s monthly business meeting to follow will include reports from the Delaware River Basin Commission, New York State Department of Environmental Conservation, Pennsylvania Department of Conservation and Natural Resources, National Park Service, and UDC Executive Director; discussion of old and new business; and public comments.

All UDC meetings are open to the public.
