Town of Delaware Completes Callicoon Crosswalks Study with UDC Grant

NARROWSBURG – The Town of Delaware has completed a Pedestrian Crossing Evaluation for Callicoon, funded partially by an Upper Delaware Council (UDC) Fiscal Year 2026 Technical Assistance Grants (TAG).

The town hired Creighton Manning Engineering & Surveying to offer recommendations with the goal of improving pedestrian safety in the hamlet’s centralized area of concentrated traffic and activity of Lower and Upper Main Streets, where there are presently no marked crossings.

The firm conducted a study that included placing automatic traffic recorders to document hourly traffic volumes and travel speeds from October 9-15, 2025, which encompassed the Callicoon Artwalk special event weekend; collecting crash data from the New York State Department of Transportation; and assessing conditions against unfirm traffic code criteria. Creighton Manning was also the consultant for a Hamlet of Callicoon parking study done in 2021.

The resulting report evaluated six potential sites and mapped out three locations for recommended crosswalks, as well as pedestrian enhancement features.

Since Upper and Lower Main Streets are officially part of County Road 133, the Sullivan County Department of Public Works (DPW) required that the Town of Delaware produce a study by a licensed engineer to consider the next phase of installing crosswalks.

In addition to the Upper Delaware Council’s TAG award, the $9,000 project was funded by a Sullivan 180 grant of $4,500 and a Town of Delaware match of $1,500, with technical assistance provided by the Sullivan County DPW.

The UDC approved three competitive $3,000 awards on October 2, 2025 for projects that are due by August 21, 2026. The other FY 2026 beneficiaries are Damascus Township for a municipal website accessibility upgrade and the Town of Tusten to revise its zoning ordinance.

Since its 1988 inception, the UDC has cumulatively awarded $968,463.50 to its member towns, townships, and the five river valley counties to fund 270 municipal projects that further the goals and objectives of the Upper Delaware Scenic and Recreational River Management Plan.
